Born and raised in Staten Island, New York, the son of John and Ella (Colgan) Collins, he was a resident of Mendon for over 40 years.

He attended Providence College, where he met Sharon while she was attending nursing school, graduating in 1965. They were married in 1966 while he was attending dental school at Georgetown University. After graduating from Georgetown in 1969, earning his Doctor of Dental Surgery degree and being inducted into the Omicron Kappa Upsilon Dental Honor Society, he served as a commissioned officer in the Public Health Service completing an internship and residency in Baltimore before being stationed in Boston. After the completion of his service with the rank of Lt. Commander, Dr. Collins established his dental practice in Bellingham, serving the community for over 40 years before retiring in 2013.

He not only took pride in his family, his patients, and his friends but most of all relished his time traveling. He loved to escape to the White Mountains in Waterville Valley, New Hampshire and traveling throughout the United States and Europe with Sharon. No matter where they travelled, he always welcomed the return home to spend time with his children and grandchildren. His biggest passions included cheering on his grandchildren at their events, the Boston Red Sox, and the University of Notre Dame.
