By MyFM's Rick Michaels - The Franklin Town Council will hear a presentation tonight on an act relative to establishing an animal abuse registry which has the support of State Senator Richard Ross of Wrentham who represents most of Franklin. Senator Ross is one of three lawmakers sponsoring the movement to track those who commit any crime against an animal whether it’s an owner, breeder, shelter or pet store and those who work at such places. The Department of Criminal Justice Information Services would establish and maintain a registry of all persons convicted of animal abuse with penalties for who don’t register after being convicted and for those who don’t check the registry before selling or placing an animal. Franklin Town Councilors will also discuss a request to replace the phones in the municipal buildings which are old and not supported. The Council will consider leasing a brand new phone system for five-years after which time the town would then own the phones. The town would see an immediate cost savings of about a thousand-dollars a month compared to the current phone service.
