By MyFM's Rick Michaels - The Franklin Town Council will be holding it's Annual Budget Hearings, outdoors over the next two nights to allow residents to attend and abide by State Guidelines for such a gathering. The Budget Hearings will be held on the Franklin High School football field with Franklin Town Administrator Jamie Hellen set to present a balanced budget proposal for Fiscal Year 2021 a blueprint at this time, as the bottom line for the next Fiscal Year will be a very turbulent road, if not a devastating one, that will likely far reaching effects on the service delivery to the community.  Hellen says the Town Council was preparing several years for difficult fiscal times, prior to COVID-19 which has expedited these realities and residents can expect a lot of changes. Tonight following Hellen’s budget message and proposed spending package, a review of the largest department budget the proposed School Budget will be discussed, totaling just shy of $69 million an increase of just over six-percent from last year, with the increase to go to salaries, contract obligations, health insurance hikes and some additional critical needs. There has already been talk of teacher layoffs as every department is being asked to develop new protocols, question spending and prepare for unchartered territory. Once again tonight’s budget hearing is being held outdoors at the Franklin High School Football Field beginning at seven o’clock.
