New ice is stronger than old ice, ice doesn’t freeze uniformly, you can’t judge ice conditions by appearance or thickness alone. Before heading out onto the ice tell someone of your plans, carry a cell phone and small ice pick, that can help you get back on the ice should you fall in.  There are also life jackets you can wear under a coat that will keep you at the surface if you fall in and provides insulation against the effects of the cold water.
